This territory for a long time was part of the municipality of Jinotega, until 1989; It was erected as a municipality of El Cua-Bocay, by legislative decree in accordance with the Law of Administrative Political Division of the Country. In the year 2002 the old municipality called The Cua-Bocay was divided in two, The What and San Jose de Bocay.
This municipality, due to its wealth of different natural ecosystems, was a sanctuary for ceremonies and rituals of the original peoples of Nicaragua and Mesoamerica. The Peñas Blancas Massif was considered a sacred place.

The rhythmic band of the schools, composed of students, liven up with music and dance the different events of the municipality.
The events of the municipality are enlivened by local groups, the most recognized are the North Front and the group led by Donaldo Escorcia. The participation of the youth group of the Leonel Rugama Cultural Movement also stands out.
Handicraft expression of ancestral popular culture
The municipality of El Cua, has the “Augusto César Sandino” School of Trades, where it trains young people and adults in different traditional and non-traditional trades including: beauty, cooking, crafts, sewing, making piñatas, masonry, carpentry, electricity and computing.

In the municipality, painters Elmer Castillo, Iván Hernández, Víctor Manuel Scoth Lezcano, Moisés Altamirano and Elmer Hernández Zeledón stand out for their dedication to art.
Other sites of historical and cultural interest
Siete Piedras Historic Center. It is a natural place that exhibits archaeological stones found on the site that certify the ancient existence of indigenous settlements in the area. Here you can learn about the history of the municipality. They are located in the Yaoska community, in the Peñas Blancas Massif.
CREA Center. A place where art and culture are taught. It is located next to Guardianes del Bosque Peñas Blancas.

This municipality was the cradle of brave women who contributed to the revolutionary struggle in Nicaragua, they are known internationally as the Women of El Cua, who have been the subject of inspiration for songs and poems.

Of this group of women, the following stand out:
Mary of the Cross, whose pseudonym was amanda aguilar, and also known as Petrona Hernández López, supported General Augusto C. Sandino in the war against the US Marines.
Natividad Martínez Sánchez, her pseudonym was "Conchita", daughter of the trade union leader Máximo Martínez Salgado, from the community of Cuskawás, where she was a matriarch, and wife of Matías Granados Guillen, who died in combat with the GN on October 4, 1974.
