In 1929, Puerto Cabezas was named with the rank of municipality.

The fundamental economic activity of the municipality is fishing and commerce.
The Nicaraguan Institute of Tourism, INTUR, promotes three tourist routes in this municipality: North Coast or Sam Pitt circuit (Bilwi, Tuapi, Krukira and Pahara), South Coast (Karata, Wawa Bar and Haulover Prinzapolka) and Bilwi.
